
Agrokoncernas Group is planning to build a modern deep grain processing plant in Kuršėnai, on the site of the former Pavenčiai sugar factory. The facility is expected to process approximately 500,000 tonnes of wheat annually and employ around 250 people.
Imantas Motiejūnas, Director of ‘Agrokoncernas GDP’, the company responsible for implementing the project, says that another important milestone has been reached. The Environmental Impact Assessment (EIA) report for the deep wheat processing plant was presented to the public in the rural eldership of Kuršėnai.
The report was introduced both in person and online by Dr. Audrius Dilba, Environmental Project Manager at ‘Aplinkos vadyba’, the company that conducted the assessment.

The community meeting was attended by Marijus Ponomariovas, Project Manager at AB ‘PST Group’, the contractor for the technical design; Tadas Pateckas, Project Manager at ‘TEC Consulting’, a company providing construction project management, technical supervision, and commissioning services; and the team from ‘Agrokoncernas GDP’. They addressed questions raised by community members and explained the technological and environmental solutions planned for the facility.
According to Dr. Audrius Dilba, who prepared and presented the report to the community, the assessment evaluated the impact of the planned industrial activity on ambient air quality, water resources, soil, acoustic environment, landscape, public health, and other factors.
“Technological solutions will ensure the highest level of waste prevention – by-products will be processed and reused in other stages of production. Wastewater will be treated in modern facilities, with part of the water reused. Air pollution control will be ensured through air purification systems, odour neutralisation lines, and filters. Calculations show that pollutant concentrations will not exceed established limits,” summarised Dr. Dilba.

During the presentation, it was emphasised that the planned activity complies with Lithuanian legislation and that the technological solutions are based on advanced European Union regulations.
The overall conclusion of the Environmental Impact Assessment (EIA) is that the proposed industrial activity will not have a significant negative impact on the environment or public health.
Following the public presentation of the EIA report, a decision from the Environmental Protection Agency regarding the permissibility of the planned activity is awaited. If a positive decision is issued, the project will move to the next phase – obtaining construction permits and preparing for the start of factory construction.
Once implemented, the factory in Kuršėnai will make a substantial contribution to the development of sustainable industry and the strengthening of the local economy.
